The city of Dagupan is set to receive P6.2 million, which will be distributed at P200,000 per barangay under the program “Bawat Barangay Makikinabang,” initiated by the Office of the President.
This was contained in a resolution passed by the Dagupan Sangguniang Panlungsod (SP) during a session led by Vice Mayor Bryan Kua that authorizes Mayor Belen Fernandez to accept the deed of donation between the Office of the President and the Dagupan City government for this financial assistance.
Councilor Marcelino Fernandez, the national auditor of the Liga ng Barangay National Federation, stated that all barangays across the country, totaling over 42,000, will benefit from this program. The funds will be sourced from the socio-civic projects fund (SCPF) from the Office of the President for the implementation of educational assistance and priority development projects for barangays.
Under the program, P100,000 will be allocated for educational assistance, providing P20,000 each to qualified student beneficiaries who are incoming fourth-year college students per barangay. The remaining P100,000 will support barangay programs, activities, or equipment aligned with community development priorities.
In supporting the measure, Councilor Fernandez expressed gratitude to President Ferdinand Marcos Jr. for providing financial assistance to all barangays nationwide. He noted that the five scholars per barangay selected under this program will be separate from the beneficiaries of the Dagupan City scholarship program, which currently has around 6,000 recipients.
In accordance with Section 2.8 of Office Order No. 20, series of 2026, titled “Revised General Guidelines on the Management and Administration of Socio-Civic Projects Fund,” the Office of the President may extend Special Financial Assistance, financial or otherwise, to individual, community, or group beneficiaries for such purposes and other socio-economic projects.
