P/Col. Dennis L. De Leon officially assumed office on May 16, 2026, as the new Officer-in-Charge of the Pangasinan Police Provincial Office (PPO) during a turnover ceremony held at the Magilas Multi-Purpose Hall, Camp Gov. Antonio U. Sison in Lingayen, Pangasinan.
The ceremony was presided over by P/Brigadier General Jovencio S. Badua, Jr., the acting Regional Director of Police Regional Office 1. It was attended by police officers, personnel, local government officials, and other guests.
After an invocation led by Pastor Anthony Arboneda, P/Colonel Orly Z. Pagaduan, Chief of the Regional Personnel and Records Management Division and Officer-in-Charge of the Office for Civil Rights and Services, read De Leon’s designation as OIC of Pangasinan PPO.
De Leon symbolically took over command from P/Lt. Colonel Marceliano Desamito Jr., who had recently assumed the role of acting police provincial director following the relief of P/Colonel Arbel Mercullo.
The symbolic turnover of command and the property book between the two officers was administered by P/Brig. General Badua, signifying the formal transfer of leadership and responsibility within the provincial police office.
In his remarks upon assuming the position, De Leon expressed his commitment to strengthen peace and order initiatives, enhance police visibility, and promote community partnerships throughout the province.
General Badua, who recently took over as PRO 1 Regional Director from P/Brig. General Dindo Reyes, emphasized the importance of integrity, discipline, and effective leadership in sustaining the trust and confidence of the community in the Philippine National Police.
Governor Ramon V. Guico III was represented during the turnover ceremony by Provincial Administrator Manuel O. Luis, Jr. Luis conveyed the governor’s support and confidence in the leadership of the new Pangasinan OIC of the PPO and reaffirmed the provincial government’s commitment to maintaining strong collaboration with the PNP in ensuring public safety and security.
