Manaoag’s Balay Silangan facility also open to beneficiaries from Agno, Anda

The local governments of Manaoag, Agno, and Anda have formalized a partnership allowing beneficiaries from Agno and Anda to access the Balay Silangan Reformation Facility in Manaoag.

The agreement was sealed through a Memorandum of Agreement (MOA) signed by Agno Mayor John Celeste, Anda Mayor Joganie Rarang, and Manaoag Mayor Jeremy “Doc Ming” B. Rosario.

Under the agreement, Agno and Anda may refer participants from their respective local anti-drug programs to Balay Silangan, a rehabilitation facility recognized by the Department of the Interior and Local Government (DILG) for its reformation programs and operational framework.

Manaoag officials said the facility has been operating as part of the municipality’s community-based rehabilitation efforts for individuals recovering from substance use. With the partnership in place, the facility will now accommodate qualified beneficiaries endorsed by the two neighboring municipalities.

Officials from Agno and Anda said the arrangement would allow their local governments to access an existing rehabilitation facility rather than establish separate centers, citing the need for shared resources in addressing drug-related concerns.

The agreement is expected to expand inter-municipal cooperation in anti-drug rehabilitation efforts, while local governments involved will remain responsible for monitoring and supporting their respective beneficiaries throughout the program. (Ahikam Pasion)
