NEW SCHOOL RISES, LEARNING GETS A BOOST
Education in Dagupan continues to gain strength with the ongoing construction of a
three-storey, nine-classroom building at North Central Elementary School in Barangay
Bonuan Gueset. The project aims to provide students with a more conducive and
organized learning environment.
Mayor Belen Fernandez and City Engineer Josephine Corpuz personally inspected the
site alongside the barangay council, led by Captain Noel Bumanglag. School officials
are also requesting an additional building, a clinic, and a library to better support
students’ literacy and well-being. The mayor expressed hope for stronger coordination
with the barangay to sustain and enhance local education programs.

BIBA PROGRAM POWERS ON FOR YOUNG PARENTS
The USAPANG BIBA (Batang Ina, Batang Ama) program continues to support young
parents, with 75 teenage mothers attending a session held on Monday, March 30, at the
Women’s Center, led by the City Population Development Office. City Population and
Development Officer Malen Bernadette Pilon spearheaded discussions on interventions
to prevent teenage pregnancy and repeat cases among young mothers.
Participants also attended lectures on immunization, nutrition, social welfare services,
and mental health awareness, and received IEC materials. The City Health Office
provided prenatal and postnatal checkups, along with Enfamama A+ supplements. Each
attendee received food packs and hygiene kits, ensuring both health support and
essential needs are addressed for the well-being of young mothers.

P20 RICE ROLLS OUT, RELIEF BEGINS
The “Benteng Bigas, Meron Na!” rice project has officially launched in the city, bringing
much-needed relief to residents. On March 30, the first batch of beneficiaries—solo
parents—received rice priced at P20 per kilo at the city plaza. The initiative aims to
ease the burden of rising food costs and ensure access to affordable staples for
vulnerable sectors.
The rollout was supported by key city offices and made possible through partnerships
with the Department of Agriculture, Food Terminal Inc., and the National Food Authority
under a memorandum of agreement. Officials assured the public that the program will
continue in the coming days, extending its benefits to more sectors across the city.
