Vietnam’s Vingroup Plans $500-Million EV Factory in Philippines, Targets 200,000 Vehicles Annually

Vietnamese conglomerate Vingroup, the parent company of electric vehicle manufacturer VinFast, plans to invest $500 million (approximately ₱31.7 billion) in an electric vehicle manufacturing facility in the Philippines, potentially strengthening the country’s position in Southeast Asia’s growing electric mobility industry. According to the Department of Trade and Industry (DTI), the proposed plant will have an initial production capacity of 200,000 vehicles annually, serving both local consumers and international markets. Construction is targeted to begin in the first quarter of 2027, with development expected to take approximately 12 to 18 months.

The investment was discussed during a meeting between Trade Secretary Cristina Roque and Vingroup Vice Chairman Nguyen Quoc Tuan, where government officials outlined incentives available to major manufacturing investors. These include tax benefits under the CREATE MORE Act and expedited regulatory processing through the government’s Green Lanes program. The Philippines is also developing incentives specifically for electric vehicle manufacturing. Beyond passenger vehicles, Vingroup intends to introduce electric scooters to the Philippine market, while expressing preliminary interest in other sectors, including hospitals and theme parks.

The proposed facility could create opportunities for local automotive suppliers, manufacturing workers, and businesses supporting electric vehicle production and distribution. It would also represent a significant expansion of Vingroup’s Philippine operations, which already include VinFast vehicle sales and electric mobility services. However, the project remains in the planning stage, with its exact location, employment targets, and export arrangements yet to be announced. Its eventual economic impact will depend on construction progress, regulatory approvals, and the extent to which local businesses participate in the manufacturing supply chain.
