The Supreme Court’s decision to uphold the constitutionality of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) while excluding Sulu has profound implications for the region’s purpose and unity. BARMM was envisioned as a mechanism for Muslim self-governance and sustainable development, aimed at rectifying historical injustices and fostering peace in Mindanao. Excluding Sulu, a province integral to Bangsamoro history and identity, disrupts this vision, challenging the inclusiveness and cohesion of the autonomous region.
BARMM has shown its potential, with a notable 7.5 percent economic growth rate in 2021, signaling promise for development and investment. However, Sulu’s exclusion creates structural weaknesses that threaten to undermine the region’s progress and credibility.
This decision risks sidelining communities that have been key to the Bangsamoro’s struggle for self-determination. Moving forward, BARMM must address the gaps left by Sulu’s removal and work toward ensuring that its framework remains inclusive, unified, and representative of the entire Bangsamoro population. Without Sulu, the BARMM’s foundation becomes less stable, jeopardizing its mission to bring meaningful change to all its people.
