Regional ELCAC enhances strategic communication to promote Mindanao development

The Joint Regional Task Force to End Local Communist Armed Conflict in the Davao Region (JRTF-ELCAC XI) is intensifying its strategic communication efforts to counter misinformation and highlight development initiatives in Mindanao. During a recent meeting in Davao City, the task force emphasized the need for proactive measures to ensure public access to accurate information.

Secretary Leo Tereso Magno, chairperson of JRTF-ELCAC XI and head of the Mindanao Development Authority (MinDA), underscored the importance of revitalizing the strategic communication cluster. He stated that this initiative would enable the government to effectively disseminate success stories and development milestones in Mindanao. Magno remarked, “We, in the government, must take corrective measures to combat fake news and ensure the public has access to the truth.”

The Philippine Information Agency (PIA) Regional Director, Rene Carbayas, welcomed the initiative, noting its significance in advancing the government’s efforts against communist armed conflict. Carbayas highlighted that the strategic communication cluster plays a crucial role in sustaining peace and progress in the region. He added that this initiative strengthens PIA’s capacity to deliver impactful communication efforts, especially given their limited resources.

The JRTF-ELCAC XI’s commitment to enhancing strategic communication aligns with the broader objectives of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC). Established in 2018 under Executive Order No. 70, the NTF-ELCAC adopts a whole-of-nation approach to address insurgency and promote inclusive development across the Philippines. The strategic communication cluster is one of the key components of this task force, focusing on delivering truthful messaging to promote peace, safety, and development. 

In previous meetings, the JRTF-ELCAC XI has focused on preventing the resurgence of communist terrorist groups and ensuring the well-being of former rebels who have transitioned into productive members of society. The task force continues to recalibrate its strategies to respond effectively to evolving challenges in the region.
