Michael versus Dada
In a recent session, lone opposition Councilor Dada Reyna was forced to admit that she has not been signing the minutes of Dagupan Sangguniang Panlungsod sessions she attended, stating that she needs more time to review them thoroughly before affixing her signature.
Floor Leader Michael Fernandez questioned her refusal to sign, noting that approving minutes is a standard official duty observed by all other councilors.
Reyna said she would not sign documents she had not fully read, a position similar to her stance during the previous council when she and six majority colleagues repeatedly deferred the approval of session minutes.
From 2022 to 2025, when Reyna served as the majority floor leader and Fernandez as the minority floor leader, numerous minutes remained unapproved, allegedly pending verification against session recordings.
