THE Sangguniang Panlalawigan of Pangasinan has approved on second reading a resolution calling for an inquiry in aid of legislation into the increasing number of drowning incidents in the province.
During its regular session on Monday, January 19, 2026, the provincial board passed the proposed measure authored by Fourth District Board Member Jerry Agerico Rosario, directing the appropriate committees of the SP to conduct an inquiry ion the reported rise in drowning cases in rivers and beaches across the province.
The measure cited recent verified reports showing an alarming increase in drowning incidents involving children, tourists, and local residents. It noted possible gaps in water safety measures, public awareness, supervision, emergency response, and enforcement of existing laws and ordinances.
Under the resolution, the Committee on Public Safety, Disaster Risk Reduction and Management, and other concerned committees are tasked to lead the inquiry. Several agencies, including the Provincial Disaster Risk Reduction and Management Office, Provincial Health Office, Provincial Tourism Office, Philippine National Police, Bureau of Fire Protection, and concerned city and municipal governments, are required to submit data, reports, and recommendations related to drowning incidents.
The inquiry aims to identify the causes and contributing factors of the incidents, such as the absence of lifeguards, lack of safety regulations, weather conditions, alcohol use, and limited water safety education. Findings from the investigation will be used as basis for crafting policies, programs, and legislative measures to prevent further loss of life in the province.
