Leadership that shines in times of crisis

 

In moments of uncertainty, leadership becomes unmistakable as those who act decisively step forward while others remain distracted or complacent.

As global tensions escalate in the Middle East, the Philippines faces threats of rising fuel prices, inflation, and economic disruption. For many Filipinos, the uncertainty echoes the many crises the nation has endured in recent years, testing both government readiness and the resolve of its leaders.

In the Senate this week, leadership took a visible form through the initiative of Senate Minority Leader Alan Peter Cayetano. He sponsored Senate Resolution No. 343 urging the Executive Branch to establish a National Contingency Framework to strengthen the country’s preparedness for major domestic and global crises.

The resolution, co-authored by all senators, calls for the urgent development of a comprehensive National Contingencies Plan. It promotes a whole-of-government and whole-of-nation approach so that the country can anticipate, respond to, and recover from emergencies more effectively.

Cayetano emphasized that crises demand unity and coordination among institutions. “We are not strangers to crises… During a crisis, we learn to work together — it’s like clockwork,” he said, noting that when one part of the system fails, the entire mechanism stops working.

His push for preparedness mirrors the leadership he demonstrated during the COVID-19 pandemic as House Speaker. Under his leadership, Congress passed key emergency measures such as the Bayanihan to Heal as One Act and the Bayanihan to Recover as One Act, which enabled the government to mobilize resources quickly and deliver aid to millions of Filipinos.

Beyond legislation, Cayetano also pushed initiatives aimed at helping families regain their footing, including livelihood support programs designed to help communities recover from job losses and economic disruptions.

This commitment to service also reflects his heart as a Christian leader, guided by a compassion for real people that mirrors Christ’s care for the poor and vulnerable. Cayetano’s focus on helping families recover, ensuring livelihoods, and advocating for emergency preparedness is more than policy — it is an expression of faith in action, showing that leadership is ultimately about uplifting the lives of those who are most in need.

Now as Senate Minority Leader, he continues to press the government to set aside politics and focus on protecting the Filipino in times of crisis. “Let’s not miss opportunities to help,” he urged, zeroing in on the big ‘losers’ of this situation such as the poor kababayan, municipalities, and business owners.

Through both past and present actions, Cayetano demonstrates that true leadership is measured not by rhetoric but by consistent, tangible service. In moments of national uncertainty, his example shows that leaders who prioritize people over politics are the ones who shine brightest. ###
