Dagupan SP asked to OK added fee for bangus belly processing

DAGUPAN CITY — The Sangguniang Panlungsod has been asked to authorize the Korean-Philippine Seafood Processing Complex (KPSPC) in Bonuan Binloc to collect an additional service fee for bangus belly products processed for export and domestic markets.
In a Jan. 21, 2026 letter to Vice Mayor and SP Presiding Officer Bryan Kua, City Legal Officer Aurora Valle sought an amendment to Ordinance No. 2352-2025, which currently sets a P15.50-per-kilogram tolling fee for finished bangus products but excludes bangus belly.
Valle proposed charging the same P15.50 per kilogram for bangus belly based on materials used, citing rising operational costs, including higher utility rates, labor and technical services, maintenance, and extended operating hours.
She said KPSPC incurs substantial expenses for electricity, water, ice production, and cold storage, and the rate adjustment would help ensure the facility’s financial sustainability without increased reliance on city subsidies.
The amendment aims to align service fees with actual operating costs and sustain operations of KPSPC, which is co-owned by the Dagupan City government and the Bureau of Fisheries and Aquatic Resources (BFAR).
