The Dagupan Sangguniang Panlungsod has adopted a resolution granting Mayor Belen Fernandez the authority to engage in exploratory discussions with Mayor Francis Zamora of San Juan, aimed at establishing a sister-city relationship between the two cities.
Drafted by Councilor Michael Fernandez, the resolution also permits Mayor Fernandez to enter into and sign a memorandum of agreement with Mayor Zamora to formalize this partnership.
The resolution emphasizes that under Mayor Fernandez’s leadership, the Dagupan City Government is committed to its development vision of “Pamilyang Matatag, Lungsod na Maunlad” and the governance framework of “Pamilyang Puso ng Progreso.” It seeks meaningful partnerships that enhance public service delivery, foster economic growth, promote social development, and build resilience.
The resolution acknowledges that San Juan, under Mayor Zamora’s guidance, is noted for its innovative approaches to urban governance, healthcare, digital public services, disaster preparedness, and citizen-focused programs, positioning it as an excellent collaborator for institutional partnerships and knowledge sharing.
The Dagupan SP highlighted the initial expression of mutual interest and goodwill between Mayors Fernandez and Zamora as a catalyst for developing a formal sister-city relationship based on shared values, complementary strengths, and a joint commitment to effective and transformative governance.
The establishment of a sister-city relationship between Dagupan and San Juan is expected to encourage collaboration in the following priority areas:
1. Urban Governance and Digital Transformation – focusing on e-governance systems, data-driven decision-making, and smart city initiatives;
2. Public Health and Social Services – covering primary healthcare delivery, mental health programs, and social protection systems;
3. Disaster Risk Reduction and Climate Resilience – including flood mitigation strategies, early warning systems, and social management;
4. Local Economic Development and Entrepreneurship – promoting support for MSMEs, tourism, and investment facilitation;
5. Youth Development, Education, and Cultural Exchange – featuring leadership programs, academic collaboration, and arts initiatives; and
6. Environmental Management and Sustainability – addressing solid waste management, coastal resource protection, and green urban solutions.
