The City Government of Valenzuela, in partnership with the Department of Human Settlements and Urban Development (DHSUD), National Housing Authority (NHA), and Pag-IBIG Fund, has officially launched Phase 1 of Progreso Village in Barangay Marulas, a housing project under President Ferdinand R. Marcos Jr.’s “Pambansang Pabahay para sa Pilipino” (4PH) program. Established through Executive Order No. 34, this project aims to provide “dignified and affordable housing” for residents of the Telecommunications Office (TELOF) community, who have faced multiple displacements due to fires in 2013, 2015, and 2019.
Progreso Village will occupy a 20, 008-square-meter government-owned property historically designated for a radio station under Presidential Proclamation No. 451 (1953) and later opened for TELOF community housing through Proclamation No. 770 (1996). Phase 1 of the project will consist of two eleven-story buildings, providing 340 units at 27.5 square meters each. Once completed, the development will feature nine buildings with 1,530 units and amenities such as a central park, parking areas, streetlights, a sewerage treatment plant, and perimeter security. Mayor Wes Gatchalian expressed pride in the project, calling it a historic milestone for Valenzuela residents, particularly those displaced by past fires.
DHSUD Undersecretary Garry De Guzman, representing Secretary Rizalino Acuzar, emphasized the project’s alignment with the 4PH program, which addresses the country’s 6.5 million-unit housing backlog with 53 projects nationwide. “These are homes our beneficiaries can be proud of. Housing projects that were halted in the past are not only being continued but improved for every Filipino,” De Guzman said. He encouraged collaboration among stakeholders to build a stronger Philippines. The event was attended by NHA General Manager Joeben Tai, Pag-IBIG Fund representatives, and city officials, all affirming their commitment to transforming idle government lands into vibrant residential communities.
