As Mayor Belen Fernandez speaks, I express our deep gratitude to the Philippine Statistics
Authority (PSA) for helping our indigent DagupeƱos, especially our children, secure proper birth
registration. After our Bantay Dagupan program, I met with PSA Birth Registration Coordinator
Rosemarie Ortaleza and Assistant Coordinator Gissiele Soriano, together with City Legal Officer
Atty. Aurora Valle and City Civil Registrar Atty. Cris Estrada, to discuss the Birth Registration
Assistance Project (BRAP).
This initiative assists poor constituents in obtaining birth certificates and registering for national
IDs. A birth certificate is vital for school enrollment, employment, and legal identification,
protecting individuals from exploitation. Through our partnership with PSA, we continue to
make essential government services closer and more accessible to every DagupeƱo family.

AICS with awareness of safety
ā€œAs we continue coordinating and interviewing beneficiaries of the Assistance to Individuals in
Crisis Situation (AICS), we also conducted a lecture on disaster preparedness led by Mr. Jeffrey
Domantay of the City Disaster Risk Reduction and Management Office and his team,ā€ said
Mayor Belen Fernandez. ā€œFinancial assistance must always go hand in hand with knowledge. In
times of disaster, correct information and preparedness are the true safeguards of every
family.ā€
ā€œToday, 197 indigent DagupeƱos joined us, with the support of the City Social Welfare and
Development Office and the City Health Office, to ensure they have guidance in times of need,ā€
the Mayor added. ā€œLet us continue to be vigilant—stay prepared, listen, and practice what we
learn. Safety begins with each one of us.ā€

Faster services for PWDs at City Hall
Mayor Belen Fernandez announced the formal opening of the PWD Desk at the City Mayor’s
Office ground floor, ensuring faster and more efficient delivery of services for Persons with
Disabilities. The desk facilitates the claiming of PWD identification cards and booklets in
coordination with the City Social Welfare and Development Office, City Health Office, City Legal
Office, Wen Center, and Teen Center, making transactions more organized and accessible.
She reminded applicants to complete requirements for ID application and renewal, while other
concerns were addressed during the activity. A nurse will monitor and assess patients’

conditions, supported by psychometricians assisting both PWDs and their families. Present
were CSWDO OIC Irene Ferrer, PDAO Focal Person Christine Loresco, PWD Federation President
and Barangay Pantal President Evelyn Fontanilla, the 31 barangay PWD presidents, and CSWDO
staff.
