The floor also includes areas for handling barangay permits and clearances. The fourth floor provides offices for the Barangay Captain, Administrator, Kagawads, Sangguniang Kabataan, and features a session hall and conference room.
The fifth floor serves as a government satellite office offering services from various city departments, including the City Social Welfare and Development Office (CSWDO), the Persons with Disability Affairs Office (PDAO), and the Office of Senior Citizens Affairs (OSCA). It also includes an e-library equipped with 16 computer units. The top two floors are designated for training spaces, additional offices, and conference rooms.
