A Legacy Returns: Dagupan Honors Manong Joe
On February 14, 2026, Dagupan City Plaza became a site of historic solidarity as the remains of former
House Speaker Jose de Venecia Jr. arrived for a final homecoming. Led by Mayor Belen T. Fernandez and
the entire Sangguniang Panlungsod, the city stood united to honor a man who was both a local son and
a global institution. Dagupeños gathered in solemn gratitude to pay their respects to the architect of the
"Rainbow Coalition," whose leadership bridged the gap between local service and international
advocacy for peace and poverty alleviation.
More than a statesman, "Manong Joe" was a dedicated mentor whose brand of public service, rooted in
compassion and resilience, shaped the values of the city’s leadership. Mayor Fernandez and the City
Council emphasized that while the city mourns his passing, his vision for a progressive and united
Dagupan remains a living blueprint for the future. As he is laid to rest, his legacy of excellence and
heartfelt dedication continues to inspire the community he so faithfully served.

Inspiring Young Minds: Vice Mayor Kua Visits La Salette Grade 1 Pupils

On February 18, 2026, Vice Mayor Dean Bryan Kua visited the Grade 1 pupils of Escuela de Nuestra
Señora de La Salette at William Tan Hall for an educational interaction focused on leadership and civic
duty. The visit aimed to shed light on the roles of government officials and inspire young learners to
understand their own importance in the community. By sharing personal experiences in a child-friendly
way, SP Head Vice Mayor Dean Bryan Kua encouraged the students to see public service as a
commitment that begins with a heart for helping others.

a good classmate or helping at home. Through these relatable examples, the students were taught that
even the smallest acts of kindness contribute to the betterment of Dagupan City. To conclude the visit,
Vice Mayor Kua pledged his continued support for programs that empower the youth to grow into
compassionate and dedicated leaders of the future.

Smart Learning: STARBOOKS Orientation Empowers Dagupeño Youth

On February 18, 2026, the Abong na Alumni at Dagupan City National High School hosted the
STARBOOKS Users' Orientation and Training as part of the 2026 Regional Science, Technology, and
Innovation Week. In coordination with DOST experts, the event introduced a "library-in-a-box" system
designed to provide offline access to world-class scientific data. This initiative ensures that even without
an internet connection, students and the community can access critical educational resources.
For the students of Dagupan, STARBOOKS serves as a vital bridge toward becoming a "smart and
sustainable" community. By ensuring access to technology and information, the city is equipping its
youth to stay competitive and resilient in an increasingly digital world.
