Sovereign guarantee to accelerate housing construction under 4PH program – DHSUD

QUEZON CITY – The Department of Human Settlements and Urban Development (DHSUD) has announced that sovereign guarantees will play a crucial role in accelerating the construction of homes under the Pambansang Pabahay Para sa Pilipino Housing (4PH) Program. Secretary Jose Rizalino Acuzar explained that the Social Housing Finance Corporation (SHFC) and the National Housing Authority (NHA) will contract private contractors directly, bypassing traditional developers to lower costs and speed up construction.

During a press briefing at the Malacañang Press Office, Acuzar highlighted that this strategy is designed to expedite the 4PH program while also enhancing private sector confidence. To date, 53 housing projects are in progress, primarily funded by private investments. The sovereign guarantees will allow government financial institutions (GFIs) to offer developmental loans to the NHA and SHFC, streamlining loan evaluations and accelerating housing production.

The Home Development Mutual Fund (Pag-IBIG Fund) will manage individual housing loans, distributing funds directly to the financing institutions. DHSUD has set an ambitious target of constructing up to 3.2 million housing units by 2028, with 1.2 million units already in development.

President Marcos formalized the 4PH program as a flagship government initiative with the issuance of Executive Order 34 last year.
