Senator Alan Peter Cayetano emphasized the importance of developing digital infrastructure to enable full e-governance and strengthen the Philippines’ digital landscape. During his sponsorship speech for the E-Governance Act (Senate Bill No. 2781), Cayetano outlined how technology can streamline government services, enhance transparency, and improve service efficiency.
Cayetano, who chairs the Senate Committee on Science and Technology, noted that e-governance opens almost limitless opportunities for innovation in public service. He explained that digital tools, including e-payment systems and facial recognition, could make government services faster and more accessible, benefiting Filipino citizens.
While acknowledging that digital transformation is not a complete solution, Cayetano stressed that it would establish a robust platform for addressing government inefficiencies. He highlighted the need for competent personnel within the Department of Information and Communications Technology (DICT) to execute these initiatives effectively.
Drawing from his experience as Secretary of Foreign Affairs, Cayetano likened digital infrastructure to physical infrastructure, such as highways and bridges, emphasizing its essential role in achieving the benefits of the digital age.
Cayetano also underscored the need to integrate the E-Governance Act with other legislative measures, including the Konektadong Pinoy Act (Senate Bill No. 2699) and cybersecurity initiatives, to safeguard Filipinos from online threats.
He called for the prioritization of DICT and Department of Science and Technology (DOST) funding in the General Appropriations Act, viewing it as essential to the country’s shift toward e-governance.
