The Office of the Vice President has received an unmodified opinion from the Commission on Audit for its 2025 financial statements, marking the fourth consecutive year that Vice President Sara Duterte’s office earned COA’s highest audit rating.
An unmodified opinion means state auditors found that the OVP’s financial statements were presented fairly and complied, in all material respects, with the applicable reporting standards. In its audit letter dated May 15 and sent to the OVP in June, COA said the office’s financial position, performance, cash flows, budget comparison, and related notes were prepared in accordance with public sector accounting rules.
The OVP said the result reflects its continuing commitment to transparency, accountability, and responsible use of public funds. The office also reported using 92.32 percent of its 2025 budget, describing the figure as a sign of prudent fiscal management despite wider operations and growing demand for its public service programs.
The clean audit opinion comes at a politically charged moment, with Duterte facing an impeachment trial in the Senate. For the OVP, the fourth straight unmodified opinion gives its camp a clear institutional record to point to: while political allegations continue to unfold, its audited financial statements have again passed COA’s highest standard.
