The P61-billion flood control project in Bicol, intended to protect the region from devastating floods, has raised serious questions about transparency and efficiency following the recent destruction caused by Typhoon Kristine. Despite the massive budget allocation, vulnerable communities in Bicol were once again left at the mercy of rising waters. Senate President Chiz Escudero and Senators Joel Villanueva and Alan Peter Cayetano have called for a comprehensive audit and investigation into the project’s management, pressing for accountability in light of the infrastructure failures observed during Kristine’s onslaught.

This situation underscores a growing concern about the efficiency of public spending in disaster-prone regions. In a nation consistently ranking high on the global disaster risk index, swift and thorough audits of projects like these are essential to ensure that disaster funds are used responsibly and effectively. As these senators and other advocates have urged, it is time for a full-scale examination of this project’s execution to ensure that Bicolanos—and all Filipinos—receive the protection they deserve.
