Pangasinan town sets example with ongoing firecracker ban

STO. TOMAS, Pangasinan – Since 2013, the town of Sto. Tomas in Pangasinan has been setting a shining example of safety and responsible governance by strictly enforcing a firecracker ban during the New Year’s celebrations.

The policy, which aims to protect the well-being of residents, has proven successful with the town achieving zero firecracker-related injuries year after year.

Vice Mayor Timoteo Villar III confirmed that the ban is still in effect, continuing a tradition that started under his late aunt, former Mayor Vivien Villar. The policy has been upheld during his term as mayor for three terms and is now being implemented under the leadership of his son, incumbent Mayor Dickerson Villar.

“Yes, it’s still in effect,” Vice Mayor Villar said in a text message, adding that while firecrackers are banned, fireworks displays are occasionally permitted.

The ban was first introduced during Mayor Vivien Villar’s last term and has remained a staple of the town’s public safety strategy. According to Vice Mayor Villar, the local government issues an executive order each year to support the ban. “It’s a proactive step to protect the lives and well-being of our citizens,” he said.

Local police and barangay officials play a vital role in ensuring compliance, while public awareness campaigns have been instrumental in educating residents about the dangers of firecrackers. The town’s efforts have not only reduced firecracker-related accidents but have also contributed to Sto. Tomas earning a reputation as one of the safest and most peaceful municipalities in Pangasinan, with crime rates consistently low.

Residents, accustomed to the ban, have found ways to adapt. In the past, some locals who still wished to light firecrackers during New Year’s would travel to nearby towns to celebrate, rather than violate the town’s rules. The success of Sto. Tomas has prompted other municipalities to consider similar measures, including the town of Bolinao, which this year implemented its own firecracker ban.

Mayor Alfonso Celeste of Bolinao recognized the importance of prioritizing safety and followed Sto. Tomas’ lead in adopting stricter regulations on firecrackers. He issued an executive order earlier this town on firecracker ban.

Advocates for the ban argue that the shift, although initially met with resistance from those who view firecrackers as part of tradition, brings undeniable benefits, including fewer injuries, reduced air and noise pollution, and a quieter, safer holiday season.
