THE Provincial Government of Pangasinan formally commended the municipal librarian of Villasis for her outstanding contributions to public service and librarianship through Provincial Resolution No. 856-2025.
Merly Zambrano was recognized for winning First Place in the 2025 Outstanding Public Librarian Award, a national recognition conferred by the Association of Librarians in Public Sector (ALPS), Inc. The award honors licensed public librarians who demonstrate exceptional professionalism, dedication, and excellence in advancing library services and promoting literacy in their communities.
The Sangguniang Panlalawigan acknowledged Zambrano’s achievement during its 21st Regular Session held on January 26, 2026, at the Provincial Capitol in Lingayen. The resolution was authored by Fifth District Board Members Nicholi Jan Louie Sison and Rosalina Apaga.
Inthe resolution, the provincial board cited Zambrano’s steadfast commitment to fostering literacy, expanding access to information, and promoting lifelong learning. Her leadership and initiatives at the Villasis Municipal Library were credited with elevating the standards of municipal librarianship and strengthening community education. Provincial officials noted that Zambrano’s accomplishment brings honor and distinction not only to the Municipality of Villasis but also to the entire Province of Pangasinan, serving as an inspiration to fellow public librarians and government workers.
Zambrano received the national award during the Gala and Awarding Night of the 7th ALPS National Convention on October 9, 2025, at Eurotel Hotel in Quezon City.
The provincial government emphasized that the recognition reflects the dedication, integrity, and excellence of Pangasinenses in public service, and reaffirmed its support for professionals who contribute to education, knowledge-building, and community development. (Eva Visperas)
