New NHA charter awaits Marcos’ signature after congressional approval

The proposed new charter of the National Housing Authority (NHA) is still awaiting the signature of President Ferdinand Marcos, Jr., following its approval by both the House of Representatives and the Senate.

The House passed its version, House Bill No. 10172, on third and final reading on September 25, 2024. The Senate followed with its counterpart measure, Senate Bill No. 2818, which was approved on February 3, 2025.

The measure, titled “An Act Strengthening the National Housing Authority by Extending its Corporate Term and Rationalizing its Powers,” seeks to replace Presidential Decree No. 757, which originally created the NHA on July 31, 1975. The law’s enactment is considered urgent, with the agency’s current charter set to expire on its 50th anniversary this July.

Once signed, the charter will provide the NHA with a ₱10 billion capital infusion for 2025 to support its operations and housing programs. It will also formally extend the agency’s corporate term and expand its authority to fulfill its mandate as the government’s lead housing production agency.

NHA General Manager Joeben Tai earlier expressed full confidence that the President would sign the measure, citing strong support from both chambers of Congress. As of May 19, 2025, the enrolled bill has been transmitted to Malacañang but has not yet been signed into law.
