The recently appointed chief of the Labangon Police Station in Cebu City has declared intentions to enhance the enforcement of two significant policies in his area: the Anti-Mendicancy Ordinance and the “No Permit, No Caroling” policy.
Chief Inspector Roberto Garcia, who has just assumed leadership at the Labangon Police Station, disclosed that his officers will be stationed across six barangays in the region to ensure adherence to these policies. According to Garcia, the aim is to tackle public concerns regarding begging and unauthorized caroling activities, especially with the holiday season approaching.
The Anti-Mendicancy Ordinance prohibits begging in public areas, and the police are responsible for ensuring strict compliance with this regulation.
Additionally, the “No Permit, No Caroling” policy bans carolers from collecting donations without obtaining proper authorization from local government officials. This initiative seeks to avert unauthorized or deceptive caroling activities during the Christmas season, which is a prevalent tradition in the Philippines.
The new police chief’s initiative arises as Cebu City gears up for the surge of holiday festivities, which frequently brings about a rise in both public begging and unregistered caroling groups. Local authorities have voiced worries about the possibility of disturbances or exploitation masquerading as holiday cheer.
Historically, the Anti-Mendicancy Ordinance was introduced in the city to address the growing number of street beggars, a challenge that has become increasingly apparent in urban areas in recent times. Meanwhile, the “No Permit, No Caroling” policy has been established for several years, though its enforcement has been inconsistent.
Chief Garcia highlighted that the intention is not to penalize those in need but rather to offer suitable assistance. The Labangon Police Station is anticipated to commence deploying officers to implement these policies without delay, with operations focused on maintaining a safe and orderly community throughout the holiday period.
