LTO summons tricycle driver for viral cat cruelty video

MANILA – The Land Transportation (LTO) on Tuesday summoned the registered owner of a tricycle involved in an animal cruelty video that went viral over the weekend.

In a statement, LTO Chief Assistant Secretary Vigor Mendoza II said the owner of the tricycle, with license plate 206-WLY, was also the driver in the video where a cat was seen tied and dragged by the vehicle.

“This is unacceptable and only showed the kind of character that this person has. Hindi natin ito palalampasin at titiyakin natin na mananagot ang taong ito (We will not let this person get away),” Mendoza said.

In the show cause order issued on Monday and signed by LTO Intelligence Division chief Renante Melitante, the owner was asked to appear before the LTO Central Office in Quezon City on January 20.

The Philippine Animal Welfare Society was also invited to attend the hearing.

The owner must submit a written and notarized explanation as to why his driver’s license must not be suspended or revoked for being an improper person to operate a vehicle pursuant to Section 27(a) of Republic Act No. 4136.

In addition, the tricycle will be temporarily placed under alarm to prevent any and all transactions while the case is under investigation. (PNA)
