The Land Transportation Franchising and Regulatory Board (LTFRB) has reminded public utility vehicle (PUV) operators, drivers, and conductors to strictly implement the mandatory 20% fare discount for students, senior citizens, and persons with disabilities (PWDs) as millions of Filipinos prepare to travel for All Saints’ Day and All Souls’ Day. Acting LTFRB Chairman Atty. Greg Pua Jr. warned that refusing to grant legally mandated discounts could result in penalties, including the suspension or cancellation of an operator’s Certificate of Public Convenience (CPC). The agency emphasized that increased passenger demand during the holiday season does not excuse violations of fare regulations.
To accommodate the expected surge in travelers, the LTFRB has approved special operating permits for additional provincial buses while strengthening its monitoring of transport services nationwide. Pua directed operators to remind their drivers and conductors of their responsibilities, stressing that transport companies may also be held accountable for violations committed by their personnel. The agency will intensify inspections at transportation terminals and monitor complaints submitted through social media, particularly those involving denied discounts, overcharging, or improper treatment of passengers. Drivers and conductors were also reminded to remain courteous and provide appropriate assistance to commuters who need additional support.
Passengers who are denied their lawful fare discounts are encouraged to report the incident through the LTFRB Hotline 1342 or the agency’s official social media channels. Commuters should record relevant details, including the vehicle’s plate number, route, date, time, and circumstances of the violation, to help authorities assess their complaints. The 20% discount remains a legal entitlement for qualified passengers, not an optional privilege granted by transport operators. As the Undas travel rush begins, the LTFRB is emphasizing both sufficient transportation services and the protection of passengers’ rights throughout their journeys.
