IN CELEBRATION OF WOMEN’S MONTH

Women leaders of Dagupan honored by Dagupan SP

In recognition of Women’s Month this March, the Sangguniang Panlungsod passed a resolution honoring the women leaders of the City Government of Dagupan, under the leadership of Mayor Belen Fernandez.

Sponsored by the male city councilors of Dagupan, Draft Resolution No. 0631, Series of 2026, acknowledges the contributions of women leaders in various roles—including elected officials, department heads, division chiefs, technical administrative officers, barangay leaders, frontline service providers, and program implementers—who have consistently exemplified competence, integrity, resilience, and compassion in their public service.
During the flag-raising ceremony on March 2, Mayor Fernandez highlighted that out of the more than 20 department heads within the Dagupan City government, 17 are women, showcasing the significant presence of female leadership in the city.
The resolution affirms that the leadership of women in the City Government of Dagupan has made substantial contributions to effective governance, inclusive development, social protection, public health, education, disaster resilience, economic growth, and the fortification of families and communities.
The resolution was principally authored by Councilors Michael Fernandez, Jose Netu Tamayo, Karlos Liberato Reyna IV, Jeslito Seen, Luis Samson Jr., Marvin Fabia, Marcelino Fernandez, and Bradley Claude Benavides. Each of these councilors also introduced individual resolutions commending various women leaders, including Mayor Belen Fernandez and Councilors Christel Hilary Paras, Danielle Francine Canto, Jalice Cayabyab, and Librada Fe Reyna, as well as several key officials and department heads.
Among the activities celebrating Women’s Month in Dagupan were a Walk of Recognition led by Mayor Fernandez on March 3, a Girl Child Week, a dance competition, the observance of the 100th World Thinking Day, and the Girl Scouts of the Philippines Service Awards Ceremony.
