Former rebels form ‘Federated People’s Organization’ in Zamboanga del Norte

The Army’s 97th Infantry Battalion (97IB), in partnership with the Department of Labor and Employment (DOLE), facilitated the creation of a federation of People’s Organizations (PO) in Zamboanga del Norte on Saturday, November 30, 2024.

The federation, named the United People for Peace, Development, and Reconciliation Federation, was formed during a meeting at the 97IB headquarters in Del Pilar village, Piñan. The federation’s members are composed of former New People’s Army (NPA) supporters and combatants, known as “Friends Rescued,” who have surrendered and committed to rebuilding their lives peacefully with their families.

Lieutenant Colonel Jimmy Sanz, commander of the 97IB, described the establishment of the federation as a significant step toward empowering former rebels. “The establishment of the federation is a testament to the dedication and resilience of community members striving to improve their social and economic conditions,” he said.

During the event, elections were held to appoint officers for the newly formed federation. DOLE representative Alvin Arcete provided a detailed lecture on the agency’s Integrated Livelihood and Emergency Employment Program (DILEEP), which aims to provide livelihood opportunities and emergency employment to vulnerable groups. Arcete also explained the process of federating people’s organizations and the benefits it offers to members.

First Lieutenant Elham Sirajan, the Civil-Military Operations officer of the 97IB, highlighted the importance of the federation in uniting former rebels and addressing community issues collaboratively. The initiative aims to empower members to take on leadership roles in local governance, contributing to positive development in the region.

The 97IB and DOLE have committed to providing ongoing guidance and support to ensure the federation’s sustainability and success. Lieutenant Colonel Sanz noted that this initiative serves as a model for community engagement and development, with the potential to be replicated throughout the Zamboanga Peninsula.
