Fernandez orders flag at half-mast in honor of Speaker de Venecia

Mayor Belen Fernandez has issued an executive order directing that the Philippine flag be flown at half-mast in Dagupan City in honor of the late former House Speaker Jose de Venecia Jr., who passed away on February 10.

Executive Order No. 2, Series of 2026, signed by Fernandez on the same day, mandates that the flag be lowered from February 10 to March 10, 2026, or for such period as the city government may deem appropriate, as the city mourns the loss of one of its most distinguished sons.

In the order, Fernandez said the lowering of the flag is a symbolic act of mourning and a fitting way for the city to express its heartfelt sympathy and collective sorrow, while honoring De Venecia’s life and legacy.

The executive order described De Venecia as “a distinguished son of Dagupan and former Speaker of the House of Representatives whose life was characterized by unwavering public service and exemplary leadership.”

It also cited his invaluable service to the Filipino people, noting that his leadership brought honor, progress, and lasting benefits to Dagupan City and communities across the country. His passing, the order said, represents a profound loss to the people of Dagupan.
