The Department of Social Welfare and Development-Cordillera (DSWD-CAR) has clarified that the temporary suspension of Guarantee Letters (GL) under the Assistance to Individuals in Crisis Situation (AICS) program is part of the agency’s year-end processes, assuring the public that other support services are still available.
Maria Aplaten, DSWD-CAR regional director, emphasized that the halt is not permanent but necessary for the agency to close its books, complete liquidation, and finalize documentation in preparation for new funding requests for 2025. “Do not be alarmed because this is a continuing program of the government under the DSWD,” Aplaten said during an interview on Monday.
The suspension primarily affects clients who rely on GLs for maintenance medications, which typically cover a three-month supply. These clients were informed in advance to give them time to make alternate arrangements.
Aplaten reassured that other forms of assistance remain accessible. For urgent needs, the DSWD is providing food assistance in cash and a cash-for-work program that offers PHP430 per day for 15 to 20 days. Additionally, disaster-related assistance and relief items are still being distributed to communities during calamities, ensuring that supplies do not run short.
The DSWD is also evaluating communities for potential livelihood projects and housing support, in collaboration with the Department of Human Settlements and Urban Development (DHSUD) for shelter programs.
