The Department of Information and Communications Technology (DICT) has enhanced the business permit renewal process in Iloilo City by integrating barangay business clearances into its Integrated Business Permits and Licensing System (iBPLS).
With the system, applicants can now handle their permits entirely online, including filing applications, assessments, endorsements, payments, and printing certificates, according to Velma Jane Lao, head of the Iloilo City Local Economic Development and Investment Promotion (LEDIP) office.
As of now, 140 out of the city’s 180 barangays have been integrated into the iBPLS. Applicants can secure barangay business clearances through the system without needing to visit their barangay halls, unless they are blacklisted. These clearances are attached to their online applications.
“The iBPLS allows us to comply with the Ease of Doing Business Act by offering an end-to-end process,” Lao said on Monday. She noted that DICT had customized the system to address specific requirements, such as business tax computations unique to Iloilo City.
After completing assessments, applicants can choose to pay either over the counter or online. Once payments are confirmed, permits can be viewed online. However, the city government requires businesses to display the original printed permit rather than an electronic copy.
Future upgrades to the system are planned, including a potential courier service for document delivery. These enhancements are expected to be in place before the 2025 renewal period.
Mayor Jerry Treñas has emphasized that the initiative aligns with the national government’s push for a zero-contact policy to reduce corruption and delays in public service. Lao added, “Slowly, we’re eliminating the need for physical visits, ensuring a more efficient and transparent process.”
This effort is part of the city government’s broader commitment to improving the ease of doing business and fostering a more business-friendly environment in Iloilo City.
