DAGUPAN CITY — The Department of Information and Communication Technology (DICT) in Region 1 has significantly ramped up its free Wi-Fi public internet access program, expanding from 148 sites in 2022 to more than 1, 129 in 2023.
As of November this year, 998 active Wi-Fi sites are providing internet access to public spaces across the region, including remote and geographically disadvantaged areas.
Director June Vincent Manuel Gaudan of the Government Digital Transformation Bureau and the Concurrent Regional Director of the DICT Ilocos Region, shared this update during the Kapihan sa Bagong Pilipinas Forum on Tuesday, hosted by the Philippine Information Agency. “In 2022 alone, we had 148 free Wi-Fi sites in 69 public places. This number significantly increased to 1,129 sites in 466 public places in 2023,” he said, highlighting the rapid growth in just one year.
He added, “This year, there are about 998 active free Wi-Fi sites in 280 public places in the region, providing access to remote and far-flung areas. We are focusing on areas where telecommunication services are not available—called GIDA sites or geographically disadvantaged areas—to ensure they get access to free Wi-Fi.”
Gaudan emphasized that the program is not only about providing free Wi-Fi in public places but also prioritizing underserved areas to ensure digital equity. “Once we have this infrastructure in place, we won’t have to rely on the private sector for internet connectivity,” he stated.
The DICT’s programs aim to improve connectivity, e-governance, and digital literacy. Gaudan highlighted initiatives such as the National Broadband Program, which accelerates the development of fiber optic cables and wireless technologies to improve internet speed and affordability. The government also has the GovNet, a secure network for government agencies to ensure data privacy and cybersecurity.
In addition to connectivity, Gaudan mentioned the Government Emergency Communication System, which uses ICT to disseminate vital information for disaster reduction and management.
He acknowledged the leadership of President Ferdinand Bongbong Marcos Jr. and DICT Secretary Ivan John Uy for their unwavering support in advancing ICT infrastructure. Gaudan also praised the team in Region 1 for its efforts in driving the National Broadband Program, GovNet, and free Wi-Fi projects across the region.
Gaudan also discussed the importance of promoting e-governance through digital transformation projects such as the e-GovPH super app and the National Government Portal , which allow citizens to easily access government services online. He emphasized that safeguarding public and government data through cybersecurity measures remains a top priority.
A key component of the DICT’s strategy is capacity-building through digital literacy programs. Gaudan outlined initiatives like Tech4Ed and Digital Transformation Centers, which offer training and resources to help citizens stay updated on the latest technological tools and trends. “We are not just focused on infrastructure; we are also focused on building people’s capacity to use technology to improve their lives,” Gaudan explained.
As emerging technologies like artificial intelligence (AI) continue to transform industries, Gaudan stressed the importance of upskilling efforts to ensure that the workforce is prepared for the future.
“We are committed to a sustainable and inclusive digital future for all Filipinos,” Gaudan concluded, reiterating the DICT’s mission to bridge the digital divide and equip every Filipino, no matter their location or background, to thrive in a digital world.
