The Department of Human Settlements and Urban Development (DHSUD) and the Social Housing Finance Corporation (SHFC) are expediting the implementation of housing projects in Metro Manila under the Pambansang Pabahay Para sa Pilipino (4PH) program, the Marcos administration’s flagship housing initiative.
DHSUD Secretary Jose Rizalino Acuzar said ongoing 4PH construction in the National Capital Region (NCR) is being prioritized due to the high number of informal settler families (ISFs) in the area. Turnovers of completed housing units are already underway in Palayan, Nueva Ecija and Bacolod City, with additional sites in San Mateo, Rizal; San Fernando, Pampanga; Davao City; and Tagoloan, Misamis Oriental preparing for turnover to beneficiaries.
Acuzar said several 4PH projects in Metro Manila are progressing, particularly in Caloocan, Manila, Quezon City, and San Juan. A staging area for ISFs has been established in Pasay City to provide temporary shelter ahead of their transfer to permanent units.
Other NCR local government units that have signed memoranda of understanding with DHSUD to participate in the 4PH program include Pasig, Muntinlupa, Mandaluyong, Marikina, Navotas, Parañaque, Valenzuela, and Malabon.
Ahead of the Holy Week, Acuzar, along with SHFC President Federico Laxa and Pag-IBIG Fund CEO Marilene Acosta, conducted an inspection of the Port Town Housing Project in Barangay 20, Parola, Tondo, Manila. The development, implemented by SHFC, features five 16-story residential buildings and will provide more than 2,000 housing units in its first phase.
Acuzar directed project teams to fast-track construction without compromising quality standards. Laxa reaffirmed SHFC’s commitment to delivering inclusive and sustainable housing solutions and emphasized the agency’s support for the administration’s housing agenda.
The Port Town project is part of SHFC’s ongoing efforts under the 4PH program, led by the agency’s Resettlement Services Group under Vice President Bob Flores.
