Affirming the city’s moral, social, and legal responsibility to care for the elderly, the Dagupan Sangguniang Panlungsod passed a resolution, urging Mayor Belen Fernandez to initiate the establishment of a future home for the aged, specifically to cater to abandoned and neglected senior citizens of Dagupan City.
Authored by Councilor Jose Netu Tamayo, the resolution states that the establishment of a Home for the Aged is not simply the provision of shelter, but a humane and compassionate response to ensure access to proper housing, health care, nutrition, psychosocial support, and a safe community where abandoned and neglected senior citizens may live with dignity and respect.
Such a facility, according to Councilor Tamayo, complements existing programs of the Dagupan City government for senior citizens and strengthens Dagupan’s capacity to respond proactively and sustainably to the long-term needs of its aging population.
He said beyond obligation, the creation of a home for the Aged reflects the enduring values of “utang na loob, paggalang sa nakatatanda”, and “malasakit”, affirming that a city that cares for its elders is a city that honors its past, protects its present, and builds a more compassionate future.
According to draft Resolution No. R-043-2026, the establishment of a future Home for Aged may be undertaken in a phase and prudent manner, including the identification of a city-owned property, conduct of feasibility and needs assessments, and exploration of partnership with national government agencies, faith-based ortganizations, non-government organizations, and the private sector, subject to existing laws and the availability of funds,
According to Tamayo, the proposed Home for the Aged shall primarily serve indigent, abandoned and neglected senior citizens of Dagupan City who are without adequate family care or support, and shall aim to provide a safe, nurturing,and dignified living environment for them.
