Children with disabilities from low-income families in Dagupan City will soon receive a monthly subsidy of P1,000 each, thanks to a newly adopted ordinance by the local government.
This initiative was introduced by Councilor Christel Hilary Paras, in accordance with the general welfare provisions of the Local Government Code, which empower local government units to create measures that promote social justice, equitable access to opportunities, and the protection of vulnerable sectors.
The Sangguniang Panlungsod approved the “Dagupan City Monthly Subsidy Program for Children with Disabilities (CWDs) from Indigent Families Ordinance of 2026.”
According to the ordinance, any child registered with the City Persons with Disability Affairs Office (CPDAO) and issued a valid PWD identification card will be eligible to receive the monthly financial subsidy.
The subsidy will be distributed to the parents, legal guardians, or individuals caring for the child beneficiary.
This financial aid is intended to support various needs, including therapy and rehabilitation expenses, maintenance medications, medical consultations, transportation to hospitals and therapy centers, nutritional and developmental needs, assistive devices, learning materials, and educational support.
The City Social Welfare and Development Office will oversee the implementation of the ordinance.
