The Dagupan Sangguniang Panlungsod (SP) passed two resolutions honoring former House Speaker Jose de Venecia Jr. and declaring the remainder of February 2026 as a period of mourning in the city following his death on February 10 at the age of 89.
Authored by all city councilors, Resolutions Nos. R-047-2026 and R-048-2026 were approved during the SP’s regular session on February 12 in a session presided over by Vice Mayor Bryan Kua.
The first resolution recognizes De Venecia as a statesman of national and international stature and one of Dagupan’s most distinguished sons. It cited his leadership as Speaker of the House of Representatives during critical periods of political and economic transition, advancing measures that promoted growth, democratic stability, and institutional reforms benefiting millions of Filipinos.
The SP also recalled his key role in Dagupan’s recovery following the devastating July 16, 1990 earthquake, noting that he secured vital national funding and support that enabled the city’s rehabilitation and long-term redevelopment.
The second resolution declares the remaining days of February 2026 as a period of mourning in Dagupan. Philippine flags in all city government buildings will be flown at half-mast, and all offices are enjoined to observe appropriate acts of remembrance in honor of the late former Speaker.
