Dagupan SP commends PESO chiefs multiple awards

For achieving five consecutive regional awards, Dagupan City Public Employment Service Officer Jocelyn Siapno was formally recognized by the Sangguniang Panlungsod through a resolution enacted during its regular session on March 2.
Draft Resolution No. R-604, Series of 2026, authored by Councilors Danielle Francine Canto and Marcelino Fernandez, extended commendations to Ms. Siapno for her receipt of multiple regional awards from the Department of Labor and Employment (DOLE), achievements attained under the administration of Mayor Belen T. Fernandez.
These awards include:
1. Regional Excellence Award for Local Recruitment Assistance;
2. Regional Excellence Award for the SPES (Special Program for Employment of Students);
3. Regional Excellence Award for JobStart;
4. Regional Excellence Award for Job Fairs; and
5. Recognition as a High-Performing Public Employment Service Office (PESO).
Such recognitions reflect positively on the City Government of Dagupan, upholding its dedication to employment promotion and workforce development, as stated by the SP.
According to the resolution, the outstanding accomplishments of Ms. Siapno and her dedicated team are a direct result of effective leadership, supported by the strategic vision, guidance, and encouragement provided by the city’s leadership. This environment motivates public servants to exceed standards and achieve tangible results.
Furthermore, the SP acknowledged that Ms. Siapno’s achievements were made possible under the proactive and service-oriented administration of Mayor Belen T. Fernandez. Her leadership, characterized by unwavering commitment and enthusiasm, has significantly bolstered employment initiatives and expanded prospects for all residents of Dagupan.
