Dagupan earns multiple CSC PRIME HRM honors

The City Government of Dagupan made history after earning multiple recognitions from the
Civil Service Commission (CSC) under the PRIME HRM program, marking the first time the city
achieved such distinctions. The awards were conferred by CSC Regional Director Hedy Jose B.
Lardizabal during the flag-raising ceremony at City Hall on January 19, 2026.
Dagupan received the Bronze Award, an Accreditation Award, and four certificates covering key
human resource systems. Mayor Belen Fernandez said the honors affirm merit-based and
transparent governance, while HRMO Atty. Froiland Fermill credited the collective effort of City
Hall employees. The awards elevated Dagupan to PRIME HRM Maturity Level 2.

The city will host 2026 Regional STI Week
Dagupan City will host the 2026 Regional Science, Technology and Innovation (STI) Week on
February 16–18, bringing together students, fisherfolk, MSMEs, associations, and other
stakeholders, officials said. The event is spearheaded by the Department of Science and
Technology (DOST) Pangasinan in coordination with the local government and partner agencies.
DOST Pangasinan Provincial Director Arnold Santos said the three-day activity will feature
interactive exhibits, a mobile planetarium, plenary sessions and a robotics competition. Key
discussions will tackle artificial intelligence, innovation and technology, and disaster
preparedness, aimed at encouraging the youth and communities to embrace science-driven
solutions.

Dagupan maps tsunami, hazard-prone areas
Mayor Belen Fernandez held a coordination meeting to conduct detailed geomapping and
identify tsunami- and hazard-prone areas, including possible evacuation sites, in 15 barangays
of Dagupan City, officials said. Covered were Bonuan Gueset, Boquig, Binloc, Salapingao,
Pugaro, Carael, Lomboy, Calmay, Poblacion Oeste, Pantal, Tapuac, Lucao, Barangays 1, 2, 3,
Herrero Perez, and Malued.
The technical discussions were led by the City Disaster Risk Reduction and Management Office,
headed by Chief Ronaldo De Guzman, with the Public Alert Response and Monitoring Center led
by Chief Melykhen Bauzon. Officials said the activity aims to ensure accurate data, clear maps,
and actionable plans to enable fast and safe evacuation, strengthening preparedness and
protection of the lives and property of Dagupeños.
