DAGUPAN CITY — Owners and operators of boarding houses, dormitories, apartments, hotels, and inns in the city will soon be required to register their tenants and boarders with their respective barangays as part of public order, safety, and disaster preparedness efforts.
The measure is provided under Draft Ordinance No. 0-06-2026, known as the Dagupan City Barangay Resident, Boarder, and Transient Registration Ordinance, which was passed by the Sangguniang Panlungsod during its regular session on January 22.
Authored by Councilors Jose Netu Tamayo and Marcelino Fernandez, the ordinance aims to help barangays identify new residents and transients, strengthen community security, and aid authorities in locating lawless elements who may enter the city under false identities.
The ordinance covers all individuals staying in Dagupan City—whether permanent or temporary residents, boarders, renters, students, workers, or transients—regardless of nationality.
Under the measure, each barangay is mandated to establish and maintain an updated registry of residents, boarders, and transients, which will be used solely for public safety, disaster preparedness, and service planning—not for law enforcement or immigration control.
Only basic information will be collected, including full name, barangay address, contact details, type and duration of stay, and the name of the property owner or establishment, if applicable.
Owners and administrators of lodging establishments are also required to maintain an internal logbook, coordinate with barangays in updating records, and submit occupancy information only upon lawful request for legitimate public safety, emergency, or regulatory purposes.
