The Department of Agriculture (DA) is currently reviewing its livestock transport policies, including Administrative Order (AO) No. 5, series of 2019, to address supply chain issues and mitigate the impact of African Swine Fever (ASF).
The review aims to streamline the regulatory process for transporting livestock, particularly hogs and poultry, while maintaining strict biosecurity measures to prevent the spread of animal diseases. The DA is collaborating with industry stakeholders, such as the Philippine Chamber of Agriculture and Food Inc., to ensure a balanced approach that prioritizes both food security and animal health.
Cebu Province recently eased its hog transport regulations, citing delays in the issuance of permits by the Bureau of Animal Industry (BAI). The province now requires only a veterinary health certificate, livestock permit, and an ASF rapid test for hog shipments.
The DA’s review of AO 5 and other relevant regulations is expected to provide a more flexible and efficient framework for livestock transport, particularly during peak demand periods like the upcoming holiday season. The department also aims to accelerate the development and deployment of ASF vaccines to further control the disease and stabilize the hog industry.
