Cebu top cop: Rama can visit City Hall as private citizen

Cebu City Police Director Col. Antonietto Cañete assured on Monday that dismissed mayor Michael Rama would be allowed to visit Cebu City Hall if he chooses to do so, but only in his capacity as a private citizen.

Cañete’s statement came after questions were raised regarding Rama’s potential return to the city hall following the lapse of his 180-day preventive suspension, which was issued by the Ombudsman. The suspension ended on November 6, 2024.

In a press conference, Cañete emphasized that while Rama has the right to visit the city hall, he would not be allowed to impose authority as mayor due to the Ombudsman’s dismissal of Rama from office on October 2 over nepotism charges. Rama was also banned from holding any public office permanently.

Cañete cited the case of lawyer Collin Rosell, who on Friday, November 8, tried to forcibly return to his former position as city administrator after his suspension ended. Rosell’s actions led to his arrest for usurping authority, and Cañete made it clear that similar actions by Rama would not be tolerated.

Rama’s supporters were also warned to seek the proper permits for any rallies or public demonstrations. Cañete assured that the police would exercise maximum tolerance but would take appropriate actions if laws were violated.

Meanwhile, Mayor Raymond Alvin Garcia confirmed that the mayor’s office, where Rosell had been arrested, remained padlocked to preserve the area as a crime scene. Garcia added that business would continue as usual at the city hall, urging employees to focus on their work.

In a letter dated November 11, Rama informed Ombudsman Samuel Martires of his intention to resume his duties as mayor, citing the end of his suspension. However, despite this letter, the Ombudsman’s decision to dismiss Rama from office and his permanent disqualification remain in effect.
