Cebu City Councilor Jose Abellanosa has proposed an ordinance to regulate busking, the practice of performing in public spaces for voluntary contributions. The ordinance aims to establish guidelines for street performances to ensure public order and safety while supporting street performers.
The proposed measure includes specific regulations regarding designated busking areas, allowable performance times, and noise management protocols. It also outlines a permit system to prevent performances from obstructing pedestrian pathways or disrupting nearby businesses.
During a press conference, Abellanosa stated that the proposal was influenced by successful busking policies implemented in cities such as London, Paris, and Buenos Aires, where street performances are formally regulated and integrated into urban culture.
In Cebu City, street performances have become increasingly common, prompting discussions on balancing their cultural and economic impact. The ordinance is under review by the Cebu City Council.
Local businesses have acknowledged the need for regulated busking activities, citing concerns about accessibility and noise levels in commercial areas. The ordinance also includes safety measures, such as traffic and crowd control, to ensure the well-being of both performers and the public.
If passed, the ordinance would provide a legal framework to support street performers while addressing public concerns about the activity’s impact on shared spaces.
