Businesses in Camp John Hay to continue operations despite management transition

The Bases Conversion and Development Authority (BCDA) has assured the public that business operations within Camp John Hay Special Economic Zone (JHSEZ) in Baguio City will continue as the government begins the transition of management for the leased area.

Leilani Barlongay-Macasaet, Vice President of BCDA’s Public Affairs office, stated that the agency is “closely coordinating with all stakeholders to ensure a smooth transition,” following a Supreme Court ruling that mandates the private developer, Camp John Hay Development Corporation (CJHDevCo), to vacate the 247-hectare property.

The Supreme Court resolution, dated October 22, 2024, denied with finality CJHDevCo’s motions and affirmed the BCDA’s right to recover the property. This decision upholds an arbitral award issued in 2015 and reinstates the writ of execution and notice requiring CJHDevCo and all affiliated parties to vacate the premises.

The property, part of the 695-hectare John Hay reservation, has been under BCDA management since the United States turned it over to the Philippine government in the early 1990s. Initially leased to CJHDevCo, disputes over the lease agreement led to legal proceedings that culminated in the Supreme Court’s ruling.

The BCDA has assured that it is working to ensure a seamless transition and uninterrupted business activities within the JHSEZ as the government takes over the management of the area.
