P1.9-B Mabini Solar Power Project breaks ground

A P1.9-billion solar power project in Mabini, Pangasinan has broken ground following its approval and registration with the Board of Investments (BOI), marking the start of construction for a 49.9-megawatt renewable energy facility.

The Mabini Solar Power Project, developed by Spotlight Power Inc., is located in Barangay San Pedro and spans approximately 41.25 hectares. The project was granted Green Lane certification in 2024 and was subsequently registered with the BOI in 2025.

According to the BOI, the project secured permits from various national government agencies through the One-Stop Action Center for Strategic Investments, which allowed the processing of regulatory requirements on an expedited basis.

The groundbreaking ceremony was attended by officials of Spotlight Power Inc. and representatives of its investment partner, Trina Solar Investment Pte. Ltd., along with BOI officials.

Spotlight Power Inc. said the project benefited from coordination among national agencies and local government units under Executive Order No. 18, which aims to streamline the processing of strategic investments.

Engineering, procurement, and construction works for the solar facility will be handled by China CAMC Engineering Co. Ltd.

Once operational, the project is expected to contribute electricity to the power grid, support renewable energy targets, and provide employment opportunities during construction and operations. Local economic activity in Mabini is also expected to increase during the project’s development phase.

The BOI said renewable energy projects remain among its priority investments as the country seeks to expand power generation capacity and transition toward cleaner energy sources.
