Binmaley vows to remove illegal fishpens to improve river flows

The local government of Binmaley has begun the removal of illegal fishpens in all the town’s river systems last May 15, 2026.

In a public advisory, the LGU said it will enforce Executive Order No. 36, Series of 2023, which mandates the dismantling of fishpens, fish cages, fish corrals, and other fishing structures that obstruct the river’s flow.

Barangay captains have been directed by Mayor Pete Merrera to lead the removal of these structures, particularly those located within navigation buffer zones.

The move is in line with Philippine Fisheries Code, as amended by Republic Act 10654, which prohibits unauthorized fishery structures in municipal waters without proper permits.

The move is supported by the Local Government Code of 1991, which empowers local governments to protect the environment and public safety.

The LGU noted that the town’s Municipal Fisheries Ordinance does not allow fishpens in the river, making existing structures illegal.

Authorities warned that violators may face forced dismantling, confiscation of equipment, and possible legal action.

The initiative aims to improve water flow, prevent flooding, and protect the livelihood of local fisherfolk.
