2025 budget to prioritize water management for disaster resilience

MANILA – The proposed 2025 national budget worth PHP 6.352 trillion would prioritize projects aimed at enhancing the country’s water management systems to boost resilience and sustainability amid frequent natural disasters.

In his speech during the resumption of session, House of Representatives Speaker Martin Romualdez said the national budget for next year would allocate funds for a strategic shift from traditional flood control to comprehensive water management, including water impounding systems to harvest rainwater, mitigate flooding, and ensure water availability during the dry season.

“These projects aim to create a more resilient and sustainable future for our communities,” Romualdez said.

Romualdez said PHP 293.23 billion has been earmarked in next year’s spending plan for social services and safety net programs, complementing the PHP 591.8 billion already earmarked by the Department of Budget and Management.

The allocations will support programs such as Assistance to Individuals in Crisis Situations, Ayuda sa Kapos ang Kita Program, Sustainable Livelihood Program, Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers, Government Internship Program, Tertiary Education Subsidy, and Tulong Dunong programs, among others.

Romualdez highlighted ongoing legislative efforts to enhance disaster readiness, particularly with the House adoption of the Senate’s version of the proposed Ligtas Pinoy Centers Act, which mandates the establishment of fully equipped evacuation centers in each city and municipality.

“This legislative measure is essential for protecting communities during disasters,” he said.

Romualdez commended President Ferdinand R. Marcos Jr. for declaring Monday as a day of national mourning to honor the 150 lives lost in the wake of Severe Tropical Storm Kristine (international name Trami).

He also thanked his colleagues for giving priority to disaster response over rest during the September 28 to November 3 recess. (PNA)
