City Hall just threw a heavy punch. The local government has filed administrative complaints against an assistant department head and 32 employees of the General Services Office (GSO) over what officials are calling a mass falsification scheme to secure Government Service Insurance System (GSIS) loans.
City Legal Officer Karol Joseph Tiu confirmed Thursday that Mayor Greg Gasataya has approved the investigation report, including recommendations to pursue full administrative cases against the workers involved. The City Legal Office will now act as the hearing body—signaling that the fight has officially moved into formal proceedings.
The controversy broke open after GSO head Gilda Luisma submitted an incident report detailing how 32 employees allegedly submitted falsified pay slips and net pay certifications to meet GSIS loan requirements. The group now faces charges of serious dishonesty, grave misconduct, and conduct prejudicial to the best interest of the service—offenses that could lead to dismissal.
But the knockout blow landed on GSO assistant department head Franklin Andre Familiaran, who reportedly signed all falsified certifications. He now faces 32 counts of each administrative charge and has been slapped with a 60-day preventive suspension without pay, as ordered by the mayor.
According to Tiu, GSIS has been aggressively following up after the mass falsification reached the agency—prompting City Hall to act swiftly and send a message that the scheme won’t go unpunished.
