A sitting mayor just took a direct hit.
An arrest warrant is now out for Porac Mayor Jaime โJingโ Capil, who faces seven counts of graft for allegedly allowing the notorious Lucky South 99 Pogo hub to operate uncheckedโdespite years of reports linking it to torture, trafficking, and massive online scam operations.
The warrant, issued on Nov. 28 by Pasig RTC Branch 265 Acting Presiding Judge Josephine Advento, sets Capilโs bail at โฑ90,000. Police investigators say Capil effectively cleared the way for the 10-hectare compoundโs operations by issuing a certificate of no objection in less than two days, which Lucky South 99 used as cover for yearsโeven after PAGCOR refused to renew its permits as early as 2022 and the SEC revoked its corporate registration in 2023.
Authorities also accuse Capil of failing to act on repeated reports of illegal activities inside the Grand Palazzo Royale compound, including a firing range allegedly used by a Pogo boss tied to former Bamban Mayor Alice Guo, now convicted of trafficking. Another figure linked to the same network, Cassandra Ong, remains a fugitive.
Capil has not responded to calls or messages as of press time.
